ToolBank Member Policies
Tool Handling Fees
Member agencies pay a tool handling fee equal to 6% of the total retail value of the tools borrowed per week. Tools may be borrowed from one to eight weeks at a time. Tool Handling fees will be invoiced and paid via credit card. Lost tools and tools that are broken due to misuse will be charged a replacement fee amounting to the tool’s retail value.
No cash is accepted for tool orders at any time.
Tool Order Scheduling
All tool orders need to be placed at least 48 hours before your intended pickup date. Tools and equipment are on a first come first serve basis, meaning the sooner you place your tool order, the more likely you will receive all your requested items.
Important Note: The time you select during the tool ordering process
is not a confirmed pickup or return time. To confirm your order, schedule an appointment by visiting our
Schedule Orders Page. Tool order return times will be scheduled the same way.
Rush Order Fee*
If ToolBank can accommodate a last-minute tool order, rush orders are subject to additional fees:
- Same-Day Orders: $50
- Next-Day Orders: $25
If your project requires a rush order contact borrowtools@richmondtoolbank.org to check accommodation.
*Rush Orders must be submitted, scheduled, and picked up by members. No delivery is available with a Rush Order.
Late Fees
Overdue tools accrue late fees at 12% of their retail value every week until the tool is returned, replaced, or its replacement cost is paid in full. Avoid late fees by returning borrowed tools on time.
If your project takes longer than expected, please contact borrowtools@richmondtoolbank.org ASAP to avoid late fees.
Cancellation Fees for Tool Orders
A fee equal to 50% of the tool order cost will be charged to orders canceled with less than 48 hours notice
A fee equal to the tool order cost will be applied to any missed and not rescheduled or canceled appointments.
Cleaning & Replacement Fees
Member Agencies will be charged a $35 per tool cleaning fee if tools are returned extremely dirty or returned with dried paint, caulk, mud, or other substances. If your tools are returned with concrete hardened onto the tool you may be charged a replacement fee. Avoid cleaning fees by removing excess dirt and other substances before returning them.
The replacement fee for lost, broken, misused, or abused tools (beyond repair) is equal to the full retail value of the tool, plus $35 per hour for staff processing time.
SmartBox Delivery Information & Fees*
Need a big tool order delivered? Need tools to be left and locked on site for a multi-day project?
For a flat fee of $125 per box, Smartbox will deliver your tool order to your location and bring it back to our facilities once you wrap up.
- Max 8 wheelbarrows per SmartBox
- Small engines excluded from delivery (must be picked up at our warehouse)
*SmartBox delivery requests require a two-week advance notice!
Scissor Lift Delivery & Fees
Scissor lift delivery is required, with no exceptions. Scissor lift delivery fees are calculated based on the mileage from Richmond ToolBank (1407 Cummings Dr.) to the designated address and are applied on each trip:
- Within 10 miles of Richmond ToolBank = $100 per trip
- More than 10 miles from Richmond ToolBank = $100 + ($3.50 x each additional mile over 10), per trip
Introducing Southside Satellite Hubs for Southside Tool Order Access
Richmond ToolBank Expands Tool Order delivery to Broad Rock Sports Complex. You can now access the tools you need for your projects without making the trip across the river to our main facility. Read below to find out how to utilize our Southside Hub for Tool Orders:
Ordering
Log into your TOM account and create a new order as you normally would.
Select Your Location
Under Project Information, select delivery as the order type, and Southside delivery as the delivery location. Delivery (Complete) Address can be left blank.
Advance Notice & Cost
All southside orders require at least one weeks notice. There is no cost associated with Southside Satellite deliveries.
Pickup & Return Logistics
Managing your tools at the Southside Satellite location is designed to be a seamless part of your project workflow. When you place a new order, your tools will be ready for pickup every Tuesday after 4:00 PM.
To ensure a smooth transition for all borrowers, please ensure that all tools are returned to the same location by 2:00 PM on Tuesdays. During the duration of your borrowing period, you are welcome to keep your order safely secured in your assigned SmartBox, providing you with convenient access throughout your project.

Important Details
Please keep in mind that tool deliveries are not guaranteed, as they depend entirely on the current availability of SmartBoxes at the Southside Satellite. Once you have submitted your request, our Tool Lending staff will verify our current inventory and reach out to provide a formal order confirmation.
Our Southside Satellite hubs are conveniently located in the back parking lot of the Broad Rock Sports Complex. On your scheduled pickup day, stay tuned for a follow-up email from our team; this message will contain your specific SmartBox number and the lock combination required to access your tools.
